Bill Ray Coultier was born October 31, 1944 in Estherville, Iowa the son of Raymond Cleveland and Laura Elizabeth (Newton) Coultier.  He was raised and educated in Cedar Rapids, Iowa, where he graduated high school.  He attended the University of Iowa for two years prior to entering the US Army in 1965, where he served during the Vietnam War until receiving an Honorable Discharge on April 18, 1967. Bill passed away on September 8, 2009.

Bill worked as a lineman for Northwest Pacific Telephone.  He has lived in Cedar Rapids, Iowa, Torrence, California and Van Buren, Missouri before moving to Lake Park in 1999.

Bill was preceded in death by his parents, Ramond and Laura, as well as an infant daughter.
